How to Renew a Georgian Residence Permit

A renewal is a fresh application against a hard date, and since 2026 there are two dates to hit rather than one.

Your card carries an expiry date, and the date that actually governs you is 40 days earlier than that. Renewal is not a formality. It is a fresh application, decided on evidence that has to be current rather than familiar, and since March 2026 it runs against two expiry dates held by two agencies that do not warn each other. Miss the earlier one and nobody reads your file. Here is what renewal requires now, what to refresh, and how to change route while you are at it.

A renewal is a fresh application, not a rubber stamp

The word renewal is misleading, and the misunderstanding it creates is expensive. Georgian law does not extend an existing permit. It grants a new one, on a new application, assessed against the same rules as the first.

Three consequences follow. Your circumstances are examined again, so a route you qualified for last year is not automatically one you qualify for now. Your documents are examined again, so anything with a validity period has to be inside it. And the 40-day deadline applies to renewals exactly as it applies to first applications, which is where most of the damage happens: a first-time applicant knows they are doing something difficult and a renewing applicant frequently does not.

The procedure sits in the government rules on granting residence permits, under the Law on the Legal Status of Aliens and Stateless Persons. Neither describes a lighter process for people who have held a permit before.

The 40-day rule, counted from the right date

You must file at least 40 calendar days before your current lawful stay expires. Calendar days, so weekends and holidays are inside the count. Applications filed later are refused review rather than assessed, which means a perfect file is never opened.

On a renewal the reference date is usually the expiry printed on your residence card. Usually, not always: if your permit rests on a basis that ends earlier than the card does, the earlier date binds, and a study permit ending before your final term is the common example.

Then subtract the time your evidence takes, because the deadline applies to the finished package rather than to your decision to start one:

That arithmetic puts the honest starting point on a work route at three months before expiry. A property renewal is shorter, because the evidence is already in your possession, but it is not 40 days either.

The trap

The 40 days is measured against your current lawful stay, not against the date you would like the new permit to begin. People count forward from a preferred start date and land inside the window without noticing there was one.

What changed at renewal in 2026

Before March 2026 a renewal meant one application, one agency and one date. It now means two of each on the work and IT routes, and this is the single biggest change to renewals in a decade.

The Special Labour Permit sits underneath the residence permit. It is issued by the Employment Promotion State Agency under the Ministry of Labour, expires on its own schedule, and takes up to 30 calendar days to renew. The residence permit is issued by the Public Service Development Agency at a Public Service Hall. The two bodies do not share a file and neither will remind you about the other's date.

That produces two specific failures we see repeatedly:

  • The labour permit lapses first. The residence permit renewal cannot then be filed at all, because a valid labour permit is a prerequisite for it. People discover this at the counter, inside the 40 days, with no time to fix it.
  • The labour permit is renewed and the residence permit is filed late. Approval on one side creates a comfortable feeling that has nothing to do with the other side's deadline.

The sequence is therefore fixed. Renew the labour permit first, then file the residence permit renewal, and count both backwards from the earlier of the two expiry dates rather than the later one. The mechanics of the first stage are set out in the guide to the Special Labour Permit.

One question the rules do not answer, and we are not going to invent an answer to it: whether someone still inside the transition window can renew a residence permit without holding a labour permit yet. Nothing in the resolution or the guidance addresses it. Employers with foreign staff already on the books before 1 March 2026 have until 1 January 2027 to regularise them, and the safe reading is to obtain the labour permit before the renewal rather than to test the point at a counter with your stay running down.

Refresh the evidence, do not resubmit the file

The most common renewal mistake after the deadline is handing back last year's file with a new date on the covering letter.

Evidence has a shelf life, and the items that expire are rarely the ones people check. Criminal record certificates carry a validity period. Insurance policies lapse or change coverage. Leases end. Bank statements have to cover a current period rather than the one that satisfied the Agency last time. Turnover moves, and on the employed route it can move below a threshold that was comfortably clear a year ago.

Two of those rows deserve their own warning.

On the employed route your renewal depends on somebody else's accounting. The employer has to show GEL 50,000 of annual turnover per foreign employee, or GEL 35,000 for educational and medical institutions. Ask the company to confirm the position months before your date, not weeks. Both work routes are set out in the guide to the work residence permit.

On the family route the sponsor's permit is the whole foundation. A dependent permit cannot outlive the permit it hangs from, so a sponsor whose own permit lapses takes the family down too. Sponsors should renew earlier than everybody else, not at the same time.

Property renewals are the gentlest of the set, running annually on evidence you already hold for as long as you own the qualifying property. Holders whose permit was granted when the threshold was $100,000 may renew on that basis while they retain ownership, even though the threshold rose to $150,000 on 1 March 2026. What the legislation does not settle is what happens if such a permit lapses and is applied for again later. Read that as protection for a lapsed permit and you are relying on something the law does not say.

Changing route at renewal

This is the most underused option in Georgian immigration, and renewal is the natural moment for it because you are making a fresh application anyway.

Changing route is legal. Nothing obliges you to keep renewing on the basis you started with, and circumstances move: a freelancer buys an apartment, an employee leaves a job, a graduate finishes a course. The switch is not an amendment to your existing permit. It is a first application on the new basis, assessed on that basis's rules and evidence.

Three things follow from that.

The lead time is longer, not shorter. A new basis means new documents, and where the new route is work or IT it means a labour permit application ahead of the residence permit. Raise a route change at least three months before expiry.

The new route's current thresholds apply, not the ones in force when you arrived. Moving onto the property route today is a first property application at $150,000, valued by an assessor accredited through the Unified National Accreditation Body, and your purchase price alone is not the evidence. Moving onto the three-year IT residence permit means meeting the $25,000 income and two-year experience conditions now.

Continuity has to survive the change. The point of switching at renewal rather than after a gap is that the chain of lawful residence stays unbroken. A switch planned three months out preserves it. A switch attempted after a permit has already expired does not, and that is a materially worse position.

The good reasons we see most: work to property when the capital arrives, because the property route carries no labour permit and nothing to re-evidence each year. Study to work before graduation rather than after it. Standard work to IT once the income and experience conditions are met, trading an annual renewal for a three-year term.

Continuity, and why early beats on time

Renewal deadlines cost more than one permit cycle when they go wrong.

Permanent residence requires ten years of continuous temporary residence, five for investment permit holders. Continuous is the operative word. A gap between permits breaks the chain and restarts the count, and it does so silently: nothing tells you at the time, and you discover it in year ten when the Agency counts your history and reaches a different number than you did.

The gaps that break it are undramatic. A renewal filed 35 days out instead of 40. A month between a study permit ending and a work permit starting. A labour permit that lapsed three weeks before the residence permit renewal could be filed. None of them feel like losing a decade at the time.

If the deadline is already close

Which options exist depends entirely on your dates.

Inside the 40 days, card still valid. There is room here. The Agency may accept an application with a documented reason for the delay, but that is discretion rather than entitlement and the argument weakens as the remaining validity shrinks. Move this week, not next.

Already refused. A refusal can be appealed to court within 10 calendar days of notification, and since the 2025 amendments an appeal no longer suspends enforcement. A corrected fresh application is often faster than litigation, depending on why the refusal happened.
