Nobody gets into trouble by misreading the published decision time. They get into trouble by treating it as the process. The card itself costs GEL 60, around $23, and that is the same on every track. Fee schedules for each category are published by the Public Service Development Agency, which is the body that decides the application.
Those amounts are fixed in lari by law. The dollar figures are conversions at the prevailing rate and they drift; the lari figures are the legislation and they do not.
The middle track is the one that gets skipped in conversation, and it is often the right buy. Ten more days of waiting for a lower fee is a poor trade when your stay is short and a sensible one when you have filed with months in hand. Decide it against your own expiry date rather than against your patience.
What the decision clock actually measures
The count begins when a complete application is accepted at a Public Service Hall. It does not begin on the day you decided to apply, the day you ordered your police certificate, or the day you engaged anyone to help.
Two consequences follow, and both cost more than the fee difference between tracks.
Everything before acceptance is your time. Document collection, apostilles, shipping, certified translation, insurance and address evidence all happen outside the clock. On a first application from a standing start this is usually the larger half of the elapsed calendar.
An incomplete file does not start a slow clock, it starts no clock. The file has to be complete on the day you attend. A missing Georgian translation sends you home rather than opening a case, and the Public Service Hall visit has to be repeated once the gap is filled.
A request for clarification does the same thing more quietly. The elapsed calendar stretches even where the formal count does not, because you now have to produce a document, have it translated and return with it. A file whose numbers agree with each other before anyone has to ask is the only defence against that.
The apostilled criminal record certificate is the real bottleneck
On almost every route, one document decides your timetable, and no Georgian agency issues it.
A criminal record certificate has to be obtained from your home country, apostilled by whichever authority in that country has competence over it, shipped here as a paper original, and then translated and notarised in Georgia. Every stage is somebody else's queue.
Two to six weeks is a fair range for the first two stages together, and the outliers are worse rather than better. Germany is the sharpest example of a country where the order surprises people: the apostille has to be requested through the Federal Office for Foreign Affairs portal before the certificate is ordered, so an applicant who does it the intuitive way starts again. France moved apostille competence from the courts of appeal to notaries on 1 May 2025. Countries outside the Hague Convention need full consular legalisation in two stages instead of an apostille, which is a materially slower chain. Then there is freshness. A police certificate ages, and the Agency assesses it on the day the file is opened rather than the day it was issued. No published validity window exists that we can point to, so treat this as an assessing officer's judgement and sequence around it: order the certificate late enough that it is still obviously current when you file, and early enough that the apostille and shipping fit before your deadline. Since 1 March 2026 the work and IT routes are two applications to two agencies, and only one order works.
The Special Labour Permit is issued by the Employment Promotion State Agency under the Ministry of Labour, under the procedural rules made in February 2026. A decision is due within 30 calendar days of a complete application, or ten working days on the expedited fee of GEL 400 rather than GEL 200.
It is a prerequisite, not a parallel filing. A residence permit application without a valid labour permit underneath it is refused rather than held, so the labour permit decision sits inside your timeline in full, not alongside it.
Approval then opens a short, finite window in which the residence permit application has to be filed. The closing date is stated on your own approval notice. Read it there rather than assuming, and keep it separate in your head from the 30-day decision period that has just ended, because the two are different clocks that happen to share a number.
Up to 30 days for the labour permit, then up to 30 more for the residence permit, all of it before a 40-day filing deadline that is measured against your existing lawful stay. Two sequential decisions, one hard deadline, and no agency warning you about the other one's date.

The pattern in that table is the useful part. The government's own step is close to identical across five of the six routes. What separates a three-week route from a three-month one is what has to exist before the application is accepted: a valuation from an accredited assessor on the property route, an institution's confirmation on the study route, a sponsor's own valid permit on the family route, a labour permit on the two work routes. Route selection changes your timeline far more than track selection does, and the six routes compared on evidence is where that decision belongs.
The IT permit is the outlier
The IT residence permit runs its own scale and it is slower on paper: GEL 500, around $190, for a decision within 90 days, or GEL 750, around $285, for 60.
That looks like bad news and mostly is not. The permit runs three years rather than one, so you are buying a longer wait once instead of a shorter wait annually. Across a three-year horizon the IT route involves fewer government decisions, fewer document refreshes and fewer deadlines to miss than three consecutive annual work permits.
It does not remove the labour permit. Software, data and infrastructure professionals on the three-year IT residence permit still need the Special Labour Permit first, so the 90 days sits behind up to 30 more. Budget the IT route as a season rather than a month, and start it before you would start a work application rather than at the same point.
There is a presence condition attached that has a timing dimension of its own: 183 days a year in Georgia. That is a permit condition, not a processing time, but it is worth knowing before you buy a longer term.
Permanent residence runs on its own scale
Permanent residence has separate fees, at GEL 350 and GEL 500, and there is no equivalent of the 10-day track. Speed simply is not on sale at the top end.
That is worth knowing years ahead of the application, because permanent residence arrives after ten years of continuous temporary residence, five for investment permit holders, and the year it arrives is a year you will want to plan carefully rather than compress.
Counting backwards from your expiry date
The Law on the Legal Status of Aliens and Stateless Persons requires the application at least 40 calendar days before your current lawful stay expires. Inside that window the Agency refuses to review the file at all, which means a strong application is never assessed rather than assessed and rejected.
