The border is the easy part and the file is not. Your adli sicil belgesi goes to a different counter from your nüfus records, and since March 2026 selling to Georgian customers puts a labour permit in front of the income. Here is the Turkish half of the job.

Can you enter Georgia, and for how long?

Yes, for a full year at a time. Türkiye appears on the list annexed to the Georgian ordinance approving visa-free entry, which sets the permitted stay at one full year and was last amended on 24 February 2026. We checked that text on 1 August 2026, and it is what the officer at Sarpi is applying rather than any summary of it.

There is a second document worth reading before you travel. The Turkish Ministry of Foreign Affairs notice for citizens travelling to Georgia confirms that a protocol in force since December 2011 lets you cross on a national identity card rather than a passport, and it adds two conditions people miss. The identity card covers direct travel between the two countries only, so you cannot use Georgia as a corridor to a third country on a kimlik alone. And from January 2026 every traveller needs travel and health insurance with at least GEL 30,000 of cover, which is the same insurance rule applied to every visitor.

Plan the permit around a passport anyway. The card gets you across a border; the residence permit file is built on a travel document, and the year of visa-free stay that a passport buys you is what gives you room to assemble everything in Tbilisi instead of racing a 90-day clock.

Which route actually fits a Turkish applicant

The thresholds and government fees are identical on every passport. What is different for you is the pattern of movement, and it decides two of the six routes.

The IT residence permit is the obvious fit for Turkish software and design work at $25,000 of annual income and two years of experience, and it runs three years. Read its presence condition before you commit: it asks for 183 days a year inside Georgia. Someone who keeps an apartment in Istanbul, a client base in Ankara and a habit of going home most weekends is not going to hold that, and the permit is revoked on the underlying basis rather than renegotiated.

The work route is where most cross-border cases land, and it carries the change that catches Turkish traders and consultants hardest. Since 1 March 2026 the Special Labour Permit is a prerequisite, not a parallel process, so a residence permit filed before it is granted produces a refusal. The permit also stands on its own account for traders: who is paying you is what decides it. Buying in Trabzon and selling on to wholesalers in Istanbul sits outside the requirement. Buying in Trabzon and selling to customers in Batumi does not, because the buyers are Georgian. If the answer is an Individual Entrepreneur registration, that sits with Register-Company.ge rather than here, and the labour permit still comes first.

If you have capital rather than income, the property route at $150,000 skips the criminal record certificate entirely and is genuinely the shortest path for anyone who qualifies for both.

Your document chain runs through two different counters

Türkiye is a long-standing party to the Apostille Convention, so there is no consular legalisation here and no embassy queue. The trap is different: Türkiye splits apostille competence by document type, and applicants send everything to the wrong building.

The Hague Conference records Türkiye's designated competent authorities as the governor, district head official and chief secretary for administrative documents, and the presidencies of the judicial commissions sitting where the high criminal courts are for judicial ones. In practice that means your nüfus kayıt örneği, birth record and marriage record are administrative and go to the valilik or kaymakamlık, while your adli sicil belgesi is a judicial document and goes to the adli yargı adalet komisyonu at the courthouse. An applicant who takes the whole bundle to one office comes back with half of it stamped.

The certificate itself has two forms and they are not interchangeable. The e-Devlet printout is instant and free and it is fine inside Türkiye. What travels is the version the courthouse will apostille, and Türkiye also runs an electronic apostille service for judicial records. Where an apostille is issued electronically, bring the printout and the verification reference, because Georgian officers work from paper. Translation happens here, not there. Apostille the original in Türkiye, carry the paper original across, then have it translated and notarised in Georgia.

What Türkiye does when you leave

Türkiye's departure question is a status one rather than a bill. Residence for Turkish income tax turns on where your domicile sits under the Civil Code, or on how much of a calendar year you actually spent in the country, and the threshold is set in the Income Tax Law. Put your real dates to a Turkish adviser rather than to a website, because we do not publish Turkish tax figures we have not verified on the day.

Georgia's own test is mechanical and it is the one you can plan around. Under Article 34 of the Tax Code, 183 or more days in any continuous twelve-month period ending in the tax year makes you resident here for that whole year, and the day-count rule operates whether or not you hold a permit. A commuter can trip both tests in the same year. That is survivable because Georgia's Ministry of Finance lists Türkiye among the 58 double tax treaties in force, so there is a tie-breaker to argue rather than a gap to fall into. Holding a permit and being taxed here are still two separate questions, and confusing them is the most expensive mistake in this niche.

The citizenship endgame is where Turkish nationals have an advantage almost nobody else has. Georgia does not generally permit dual citizenship and expects renunciation, which closes naturalisation for most readers. Türkiye issues a Blue Card to people who held Turkish citizenship by birth and left it with an exit permit, and it preserves residence, work, property and inheritance rights while excluding the vote and public office. That changes the arithmetic rather than removing it, so confirm the current scope with the Nüfus ve Vatandaşlık İşleri directorate before relying on it, and read the Georgian renunciation position alongside it.

Timeline and cost, realistically

Count backwards. The Law on the Legal Status of Aliens and Stateless Persons requires the application at least 40 calendar days before your lawful stay expires, and a file lodged inside that window is refused review rather than assessed. On a work or IT route the labour permit sits in front of it with its own decision period, so the trigger point is months out, not weeks. The counting rule and the narrow discretion that sometimes survives a late filing are in the 40-day rule.

Frequent travel is the specifically Turkish risk here. Leaving mid-application is not fatal, but it is a decision to make deliberately rather than because a supplier called, and travel while a permit is pending sets out what re-entry does to the file.
