Georgian Residence Permit for Israeli Citizens

Entry is easy. Israel splits apostille duty between its foreign ministry and its courts, and the exit tax waits.

Israelis have one of the shortest document chains into Georgia and one of the sharpest tax exits out of Israel, and the second is what people underestimate. Entry is free, the flight is two hours, and the paperwork is a matter of weeks rather than months. Then a deemed disposal lands on the day you stop being an Israeli resident, and a marriage certificate that is perfectly valid at home turns out to have been issued somewhere else. Here is both halves.

Can you enter Georgia, and for how long?

Yes, for a full year at a time. Israel appears on the list annexed to the Georgian ordinance approving visa-free entry, which sets the permitted stay at one full year and was last amended on 24 February 2026. We checked that text on 1 August 2026.

That is what makes the Israeli route so much cheaper in calendar time than it looks. You land, you have a lawful year, and you assemble the file in Tbilisi rather than through a mission in Tel Aviv. The year of visa-free stay resets on re-entry, which tempts people into treating it as a settled arrangement. It is not, and it accrues nothing toward permanent residence. Every visitor also needs travel or health insurance with at least GEL 30,000 of cover under the 2026 insurance rule, which is checked at the border rather than at the permit stage.

One question is worth settling before you spend anything. Where a parent was a Georgian citizen when you were born, what you may have is a citizenship question rather than a permit application, and that is a different file at a different counter. Resolve it first.

Which route actually fits an Israeli applicant

The routes, thresholds and government fees are identical on every passport. What varies is which of them costs you the most in time and in tax exposure at home.

The IT residence permit fits a large part of the Israeli cohort in Tbilisi, at $25,000 of annual income and two years of experience for a three-year term. Its 183-days-a-year presence condition reads as a burden and is in fact useful to you, because those counted days are exactly the evidence an Israeli adviser will want when arguing that your centre of life has moved. Read it as documentation rather than as a restriction.

The work route carries the change that catches Israeli founders and contractors. Since 1 March 2026 the Special Labour Permit is a prerequisite rather than a parallel process, so a work residence permit filed before it is granted produces a refusal instead of a delay. Invoicing an Israeli company from a Tbilisi apartment sits inside that sequence too once you want the card, though foreign clients on their own engage no permit at all.

If you have capital instead of income, the property route at $150,000 needs no criminal record certificate at all and is the fastest common route for anyone who qualifies for both.

Your document chain runs through two authorities

Israel has been an Apostille Convention party since the 1970s, so there is no consular legalisation and no embassy queue. The Israeli trap is that there are two competent authorities and applicants pick the wrong one.

The Hague Conference records Israel's designated competent authorities as the Ministry of Foreign Affairs, and the registrars of the Magistrates' Courts together with civil servants appointed under the Notaries Law. The dividing line is the origin of the paper. A document issued by the state, including your certificate of good conduct and your civil status records, goes to the foreign ministry. A notarial act, including a notary's translation or a power of attorney signed in front of an Israeli notary, goes to the Magistrates' Court registrar. Sending a notarised document to the ministry gets it returned, and the round trip is a fortnight you did not budget.

The certificate of good conduct is the item to start first. It is requested from the Israel Police, and it is not collected over a counter: it is sent to the address or the Israeli diplomatic mission you name on the application, with the apostille arranged as part of the same request. Marriage certificates are the specifically Israeli problem, and the family reunification requirements assume you can produce one. Israel has no civil marriage. Marriages are performed by recognised religious authorities and registered with the state, and a great many Israeli couples marry abroad and register the foreign certificate at home. Registration is not issuance. If the certificate was issued in Cyprus, only Cyprus can apostille it, and no Israeli office can rescue that. The same logic runs through the marriage route to a permit.

Translation is the last step and it happens here. Apostille the original in Israel, carry the paper original over, then have it translated and notarised in Georgia under the rules on certified translation. The evidential standard applied by the Public Service Development Agency does not soften for a short chain.

What Israel does when you leave

This is the expensive half, and it is where an Israeli file differs most from a European one.

Israeli residence is decided by the centre-of-life test, a facts-and-circumstances assessment supported by day-count presumptions in the Income Tax Ordinance. It is not a clean switch you flip by boarding a plane, and it is not the mechanical count Georgia applies. Under Article 34 of the Georgian Tax Code, 183 or more days in any continuous twelve-month period ending in the tax year makes you resident here for the whole of that year, and the day-count rule runs whether or not you hold a permit. You can therefore become Georgian tax resident on a calendar while remaining Israeli resident on a set of facts, which is precisely the situation a treaty exists to resolve.

Then there is the exit charge. Section 100A of the Income Tax Ordinance treats the property of an Israeli resident as sold on the day before residence ceases. The tax can be settled at that point or deferred until you genuinely dispose of the asset, with the gain apportioned across the period you were resident. That is a real bill on unrealised gains, it lands on the way out rather than the way in, and no Georgian permit affects it. Anyone holding founder shares, options or a portfolio should price this before choosing a departure date, not after.

Georgia's Ministry of Finance lists Israel among the 58 double tax treaties in force, so unlike an American reader you have a working instrument to allocate taxing rights and break a residence tie. Holding a permit and being taxed here remain two separate questions, and the answer to one tells you nothing about the other.

Timeline, cost and the citizenship endgame

Count backwards from your deadline rather than forwards from today. The Law on the Legal Status of Aliens and Stateless Persons requires the application at least 40 calendar days before your lawful stay expires, and a file lodged inside that window is refused review rather than assessed. On a work or IT route the labour permit decision sits in front of that. The counting rule and the narrow discretion that sometimes survives a late filing are in the 40-day rule.

On the endgame, Israel is unusual in that it creates no obstacle at all. Israel permits dual citizenship, so the constraint is entirely Georgian: Georgia does not generally permit it and expects renunciation, with an exception by presidential decree on state-interest grounds. The verdict

Straightforward on the Georgian side, and the shortest document chain of any origin we cover apart from a land border. Entry is free, both apostille authorities are fast, and the treaty works.

The difficulty is entirely Israeli and entirely financial. Section 100A does not care where you got a residence permit, and the centre-of-life test is argued rather than counted. Settle the departure date and the asset position with an Israeli adviser before you file anything here.
