How to Get a Georgian Investment Residence Permit

Five years, no labour permit, permanent residence in half the time. For passive applicants the cheaper route still wins.

Sometimes it buys a great deal. Sometimes it is capital locked into an illiquid asset to solve a problem you do not have. What the permit is, and where it sits in the law

Georgia grants a temporary residence permit to a foreign national who invests $300,000 or more in the country. That threshold is expressed in dollars in Georgian law rather than in lari, so it is not a conversion and it does not drift with the exchange rate. It was untouched by the 2026 reforms that raised the property figure.

The permit, its categories, its term and the grounds on which it can be refused or withdrawn all sit in the Law on the Legal Status of Aliens and Stateless Persons. What counts as qualifying investment

The word doing the work in "investment residence permit" is investment, and it is broader than most applicants assume. Two shapes qualify.

Property at or above the threshold. The straightforward case, and the one most applicants use. That is also the honest limit of what anyone can tell you in advance. There is no published tick-box formula for the business route in the way there is a single number for property, and it is assessed case by case. Anyone quoting you precise qualifying arithmetic for a business investment is describing applications they have seen rather than a rule you can rely on, which matters when $300,000 is already committed. Agree the structure before the money moves.

Five years, and what an annual cycle actually costs

The property permit is renewed every year. The investment permit is renewed every five. Over a decade that is roughly ten filings against two.

The saving is not the government fee, which is modest either way. It is the number of times you have to be organised. Applications filed inside the last 40 calendar days of your lawful stay are refused review rather than treated as late, and a refusal on timing does not care how strong the underlying case was. Ten chances to get that wrong is a different risk profile from two, particularly for someone handling it from another time zone. The deadline still arrives on schedule, it is simply rarer, so diarise it the day the card is issued.

The labour permit exemption, and what it is really worth

This is the feature most applicants underprice, and it became worth substantially more in 2026.

Since 1 March 2026 a Special Labour Permit is required to employ foreign staff in Georgia, to trade as an Individual Entrepreneur with Georgian clients, and as a prerequisite to a work or IT residence permit. It is applied for separately, decided separately and renewed separately. The government fee is GEL 200 (~$75) for a decision in 30 calendar days or GEL 400 (~$155) for 10 working days, and an employer that goes without one faces a fine of GEL 2,000 on itself and a further GEL 2,000 on the worker, doubled on repeat.

The exempt categories are narrow: investment permit holders, permanent residents, diplomatic and consular staff, accredited foreign journalists, refugees and asylum seekers. Of those six, exactly two are positions a private applicant can choose, and one of them takes years to reach.

The fees are not the point. Dependency is. On a work or IT route the residence permit rests on the labour permit, so a labour permit that lapses, is refused or is filed late does not fail on its own. It takes the residence permit with it. An investment permit holder has no such chain, because the permission to work sits inside the residence permit rather than bolted to it.

For someone who intends to hire staff here, draw a Georgian salary or invoice Georgian clients, removing an entire parallel process is worth more than the filing fees suggest. For someone whose income comes from outside Georgia, it is worth nothing, and it should not appear in their arithmetic.

Five years to permanent residence instead of ten

Permanent residence in Georgia takes ten years of continuous temporary residence, a figure raised by an amendment in force on 12 May 2021. Investment permit holders reach it in five.

That halving is the strongest argument on this route for anyone whose destination is permanent status rather than a card that keeps getting renewed, and the permanent residence route is what most long-term applicants are ultimately buying whether or not they have named it yet.

Permanent residence is not citizenship. Naturalisation requires ten years of residence plus examinations in Georgian language, history and law, and Georgia does not generally permit dual citizenship, so for most readers the endgame is permanent residence rather than a passport. No amount of investment shortens the naturalisation clock.

Read the last row before the first. The professional fees are almost identical and the government fees sit in the same band, so nothing in the paperwork should push you either way. The decision is entirely about what the second $150,000 is doing.

That money buys three things. A longer term, an exemption from work authorisation, and five years off the permanent residence clock. That is the complete list. It does not buy faster processing, a better card, easier family coverage or preferential treatment at renewal.

For a passive applicant it is a bad trade, and we will say so. A retiree with pension income from abroad, an owner who wants a base in Tbilisi, a family that needs somewhere to be resident: none of them will take a Georgian job or bill Georgian clients, so the exemption is worth nothing to them. If permanent status is not the goal either, they are paying $150,000 to renew every five years instead of every year. Nobody should spend that on a filing cadence.

What matters is where the money sits, not what it costs. The property route leaves the other $150,000 liquid. The investment route locks the whole $300,000 into a Georgian asset you have to keep holding, because the permit rests on continued ownership. "It is an investment, not a cost" is true as far as it goes, and it skates over the fact that your exit is now constrained by your immigration status.

The route earns its price in three situations. You intend to run a business or draw income here, so the exemption removes a recurring dependency. Permanent status is the actual goal, so five years against ten is the whole point. Or you were deploying that capital in Georgia anyway, in which case the permit follows a decision you had already made.

Where this route goes wrong

Investing first and asking afterwards. A business investment that would have qualified under a different structure cannot always be restructured once the money has landed, and a property that assesses below the threshold cannot be argued up.

Treating the investment as tradeable. The permit rests on holding it. Dispose of it and the basis goes too, exactly as it does when selling the property behind a residence permit. If an exit is on the horizon, what replaces the permit is a conversation for before the sale.
